I just moved back to Cobb County from the West Coast and my old scanner doesn't work with the new digital system. Any-one have any suggestions on a good digital handheld at a somewhat affordable price? Any advice would do. Thanks

Best bet is either the GRE/Radio Shack PSR500/600 Pro106/197 (respectively) GRE makes the Pro106/197 for Radio Shack and they are the same internally as the PSR500/600. You might be able to get the RS ones on sale.

Uniden's 396XT/996XT are their newest offerings, though you might be able to find some used 396T/996T as well.

Kinda depends on what you are used to using and how much you want to spend.

Regardless of what you buy, don't expect to be hearing everything perfect, it just is not going to happen with digital. Listen to the online feeds and you will see what I mean, my feeds (due to my location) don't perform as well as the other feeds.
